Training operators for the situations that are rare

Operators become expert at normal running through daily practice. The abnormal situations are the ones they encounter least and need most.

Control room competence divides unevenly. Normal operation is practised every shift and becomes automatic. Startup and shutdown are practised occasionally. Major upsets may be encountered once in a career, or never, and are the situations where the consequences of a wrong action are greatest.

Training that concentrates on procedures for normal operation therefore addresses the part that needs it least.

What competence actually consists of

Three layers, requiring different training approaches.

Knowing the procedure: which steps, in which order. Addressed by documentation and by classroom training, and the easiest part.

Where training is delivered across distributed teams, employee monitoring software can provide a supplementary record of participation and work patterns, although it should not replace direct competency assessment.

Security decisions should also be checked against NIST guidance on operational technology security.

Understanding the process: why the plant behaves as it does, so that an unanticipated situation can be reasoned about. This is what allows an operator to handle a scenario no procedure covers, and it comes from process training rather than procedural training.

Recognising the situation: identifying what is happening from partial and ambiguous indications, quickly. This is pattern recognition and it comes only from exposure, real or simulated.

The third layer is where incidents are decided

Operators rarely fail because they did not know the procedure. They fail because the situation was not recognised as the one the procedure applied to.

Simulators and what they are worth

A dynamic process simulator allows abnormal scenarios to be practised safely and repeatedly, and it is the only realistic way to build recognition for events that do not occur.

Full-scope simulators are expensive and justified for large or high-hazard facilities. Lower-cost options — a simulation running against the real control system configuration, or a tabletop walkthrough using recorded historical data — provide a substantial part of the benefit.

Where a simulator exists, its value depends on being used regularly rather than at initial training only, and on scenarios being varied rather than the same three being repeated until everyone has memorised them.

Using your own history

Recorded data from real events on the plant is an underused training resource. Replaying an actual upset — the trends, the alarm sequence, what the operator saw — and discussing it is inexpensive and highly credible with operators, because it happened here.

It also serves a second purpose: it distributes the experience of the operators who were present to those who were not, which is otherwise lost when they leave.

Training on the tools

Operators are trained on the process and frequently not on the control system itself: what the alarm shelving function does, how to interpret a bad quality indication, what happens during a controller changeover, how to use trend groups.

These gaps produce specific failures — an operator who does not know how to shelve a single alarm silences everything — and they are quick to address.

Competence has to be assessed, not assumed

Attendance at training is not competence. Assessment against defined criteria, with a record, is what distinguishes a training programme from a training event.

For high-hazard operations this is frequently a regulatory expectation with specific requirements that vary by jurisdiction and sector. Beyond compliance, the practical value is in identifying which individuals need what, rather than delivering the same content to everyone.

Refresher intervals matter

Skills for rarely performed tasks decay measurably. An operator trained on an emergency procedure two years ago and never having used it is substantially less capable than immediately after training.

Setting refresher intervals by criticality rather than uniformly — frequent practice for the highest-consequence scenarios — concentrates the effort where the decay matters.

New operators and the experience gap

Control rooms in many industries face a demographic transition: experienced operators retiring and being replaced by people who have not seen the plant misbehave.

The knowledge that leaves is exactly the pattern-recognition layer, and it is the hardest to transfer through documentation. Structured mentoring, recorded event debriefs, and simulator time are the available mechanisms, and they need to start before the experienced people go rather than after.

Training the response, not just the knowledge

Knowing what to do and doing it under time pressure are different capabilities. The second requires practice under something resembling the real conditions.

Drills that include the realistic elements — time pressure, incomplete information, competing demands, the need to communicate with the field — build a different capability from classroom instruction, and they also test the procedures themselves.

Learning from events elsewhere

Published investigation reports into process incidents are a substantial free training resource, and one that is used less than it deserves.

Discussing a relevant published incident — what the operators saw, what they concluded, why it was reasonable — builds exactly the situational judgement that is hard to teach directly, and it does so without requiring the event to have happened here.

Who trains the engineers

Training programmes address operators and frequently omit the engineers who modify the system, whose errors have a longer reach.

Competence for control system modification — the platform, the site's standards, the change process, the alarm philosophy — needs its own provision, and on many sites it consists of whatever the previous incumbent passed on.

Training records and what they have to show

Training records that show attendance demonstrate that a session occurred. Records that show assessed competence against defined criteria demonstrate capability.

For high-hazard operations the distinction may carry regulatory weight, and it varies by jurisdiction and sector. Beyond that, it determines whether the records are useful for identifying who needs what.

Recording the criteria, the assessment method and the outcome per individual is more work than recording attendance and is the only version that supports a competence claim.

Training when the system changes

Control system modifications change what operators see and do, and training on those changes is frequently limited to a note at handover.

Including an operator communication and, where the change is significant, a briefing, as a required step in the change process, ensures the people affected know before they encounter it during an event.
